Basic information on High-value Targets
In campaign mode, you can find 15 High-value Targets in the Zeta Halo ring. These are elite members of the Banished that can also be classified as mini-bosses. Their lairs are indicated by crosshair icons on the world map.
You can start seeking out and attacking high-value targets while freely exploring the Zeta Halo ring. You can't permanently skip any of these fights by accident.
Despite the fact that you're able to battle these enemies after completing the main storyline, you shouldn't delay fighting the targets. This is because you will be rewarded with unique Banished weapons whenever you manage to take down a target. You can find these in the battle area and you will also be able to "order" (for free) any unique weapon you've already unlocked in FOB bases. This way, you'll be able to use this strong gear during future missions.
Targets are often accompanied by guards. Master Chief doesn't have to fight their opponents alone, because you can head to the battlefields in the company of the marines. and the UNSC combat machines are also very useful during these encounters (e.g. the Warthog), since they can transport some people. You can also attack the lairs of the minibosses with other vehicles, including flying ones. All these strategies can make it easier to eliminate your targets.
In one of the menu tabs, you will find a list of the targets you have discovered or eliminated. This can help you track your progress as you aim to eliminate 100% of the targets for the Bloodstars' Bane achievement.
High-value Target no. 1 - Inka 'Saham
You will find the target in the northern corner of the map, north of Outpost Tremonius. Getting there on foot is problematic, because you would have to risk jumping over a large precipice and using the grappling hook. It's better to wait until you get any type of flying vehicle.
