How to choose a faction?
In Fallout London you don't have to decide on which faction you want to support right from the beginning of the game. As you complete the main quests, you will meet representatives of various factions or learn from selected NPCs about other factions and possibly also about their whereabouts.
The first such situation is the meeting with Sebastian Gaunt, which will take place after completing the prologue and starting the On the Mend quest on the surface. Sebastian represents the Vagabonds faction. You don't have to immediately agree to travel together with members of this gang. Even if you refuse Sebastian, you will receive an invitation to visit the Vagabonds hideout. Gaunt will also tell you a little about the rival faction called Isle of Dogs Syndicate.
Camelot
The creation of this faction was inspired by the actions of King Arthur and the Knights of the Round Table. This organization operates from hiding and its goal is to fight the oligarchic power for democracy for the people and a free London. After a failed attempt at peaceful reform, Camelot's relations with Gentry have become hostile - Camelot seeks to start a revolution. This faction is based in Wandsworth.
5th Column
Their leader is Eve Varney, a visionary whose plan to liberate London is extremely brutal. The 5th Column seek to tear down the ruling establishment and build a new British empire from scratch. This populist group is gaining popularity, especially among the lower classes.
Gentry
Wealthy notables who are descendants of the former aristocracy and members of the British government. Gentry rules London through a democratically elected parliament. They are led by the Queen, although no one has seen her for years. Gentry has ambitious plans to rebuild the power of the United Kingdom and imposes tribute on its subjects, offering protection and aid in return. This faction's headquarters are in Westminster.
Tommies
An armed formation resembling a citizens' militia that maintains order in London. Tommies loyally and quite naively serve the Gentry thanks to the modern technology.
Isle of Dogs Syndicate
A powerful and influential criminal organization ruling Millwall in East London, led by Thomas Black. Dogs are associated with Gentry, to whom they provide supplies and weapons. They also use the people imprisoned by the Westminster oligarchs. The main enemies of Isle from Dogs are the Vagabonds. This group's headquarters is in One Canada Water.
Vagabonds
Members of this faction used to be one of the largest gangs in the past and are currently in open conflict with the Isle of Dogs Syndicate. They are led by the charismatic Sebastian Gaunt, who tries to ensure the best possible future for the members of his gang.
Angel
This is the most mysterious faction of them all. It is suspected that its leaders are leading scientists from the British government, and that it has its spies among the other main groups. This faction is led by the mysterious Mr. Smythe (or Ms. Smythe).
