How to start the Lay of the Land quest?
Lay of the Land quest will be activated automatically as soon as you leave the Angel Lab tunnels at the end of the Heavenslayer quest (more about it can be found on a separate page of the guide).
The entrance to the new district is located on the western edge of the London map. If you haven't been to this part of the map yet, we recommend you start your journey from the Sanctuary. The path from this point shouldn't pose too much of a challenge for your character at this stage of the game.
How to get to Westminster?
Once you reach the point marked on the map, you will get to a large gate guarded by a squad of Tommies. As you approach the entrance, you will be stopped by a military officer.
The guard will try to make you walk away. Don't give in though and use the "Check that list closely." dialog option. The guard will realize that you were added at the last minute and will allow you to enter the district.
When you enter Westminster you will encounter a girl named Alexandra. You can accept her offer and take a tour around the district.
However, if you prefer to continue the main storyline, head to the place marked on the map. On site you will find the ruins of a building and a derailed train.
Talk to the Tommies guard standing by the crater. He will provide you with additional information about the accident and will also suggest that you examine the wreckage yourself.
Take the path through the rubble. On the right side you will come across a small balcony with a first aid kit on it. Right next to it you'll find Mr. or Ms. Smythe's business card. Pick it up.
The quest journal will be updated - your new task will be to meet with the mysterious person in the office in the Palace of Westminster.
How to convince the guard to cooperate?
Head to the palace in the southern part of the district. You will encounter a guard at the gate. The man wants to know why are you here and will categorically refuse you entry to the palace.
However, he has a deal: he will reveal a handful of useful information to you in exchange for a favor. The task is to get rid of unwanted tenants in one of the buildings.
Go to the abandoned building in the north part of Westminster. Before entering it you will be attacked by an armed group of Cavaliers.
Deal with all enemies inside the building. Then head back to the guard outside the palace.
An alternative way to persuade the guard to talk is to bribe him with 500 tickets. If your character has at least 9 Charisma points, you can also intimidate him, which will immediately make him spill information.
The man will reveal information about Smythe. He will also mention that a good way to get into Parliament might be to collect signatures from the leaders of the 4 London districts:
- Comden;
- Hackney;
- Lambeth;
- Islington.
The guard will also mention that you can get help from a man named Clifford who resides in one of the nearby cafes.
Once the conversation is over, Lay of the Land quest will end.
