Location of the Prilladog Food Factory and the locked gate
As a reminder, you can find the Prilladog Food Factory south-east of Thameshaven. You should pass by it while completing the Charybdis main quest. In front of the factory you can save and recruit Churchill the dog.
You will start exploring the factory on its lowest level. There, you will find, e.g. a closed gate with an ID Card Reader - you cannot use a lockpick to open this gate. The only option is to find a matching access card.
How to obtain the access card?
Harvin Quinney is in the factory - he is the factory manager and an optional conversation with him can unlock the No More Heroes quest. During it, you will help to get rid of Allen Calloway - the man is siding with the striking workers.
Harvin has the Chum Factory Key. You can get it by robbing the man or killing him, i.e. by siding with Allen during the confrontation in the employee area.
Take the key and return upstairs to Harvin's office, where you could talk to him about his problem earlier. Find the hidden safe from the picture and you will get, e.g. Prilladog Chum Factory Basement Access Card.
Open the gate and explore the secret floor of the factory
Take the card, return to the locked gate and interact with it to unlock the passage. You will gain access to the elevator.
Reach the dog food production area - exploring it will allow you to determine that the food with "Mystery Meat" uses human corpses.
