The opportunity to unlock this task occurs during the second visit to Prague, which means after returning from the Utulek Complex, where you had to complete the main quest [The Rucker Extraction]. When traveling around the city look for ad panels with visible distortions. You can encounter such screens when walking the main streets of Prague or upon reaching on one of the subway stations. The image above depicts what you are looking for.
Interact with the screen with visible "glitches", upon which a mysterious person will ask for your assistance.
You have to go to southern Prague, and more specifically to the pawnshop located in that part of the city (M2,7). Go down to the basement, interact with any computer and run the messenger app. This will start a conversation with Helle. You can question her about details concerning who (or what) she is or immediately accept the task. For this conversation you will gain code 1591 and 350 experience points.

Summary of mission objectives
1. MANDATORY - Retrieve Helle's package - The package is in a building in southern Prague (M2,8).
2. MANDATORY - Find a reader at Future-Past Antiky - The shop is located in northern Prague (M3,11). The reader can obtained from the store clerk or found in the basement.
3. MANDATORY - Access the data at the safe house - you have to activate the reader in Jensen's apartment (M4,1).
Retrieve Helle's package
The next place you have to visit is a small abandoned tourist center located in southern Prague (M2,8). The room with the package can be reached in two main ways. The first option is to choose the main entrance to the building. There, you have to decide whether you want to break through the weak wall or go through a corridor with electric discharges (they can be turned off with a button) and open the door. Both paths lead to the ventilation shaft.
The second option involves getting to the shutters on the first floor of the building. In this case, you must start from the street level and make use of e.g. the Klipspringer Jump Mod.
After you close in on your destination you will notice three other fellows looking for the package. If you're planning to confront them head on, then you need to know that they have camouflage, making their elimination somewhat difficult. It is best to stun them one by one or use a gas grenade to get rid of them in one go. You can also throw something to distract them from the closed door or locate the switch that will activate electric discharge in the area for a shocking (and deadly) surprise for your opponents.
Note - One of the enemies is carrying a palmtop. Pick it up, because the information it contains (plans to assassinate Walker) can be useful later on in the quest.
Walk up to the door and wait for Helle to activate the terminal. You do not have to complete the hacking mini-game (level 5 security), because you can enter the code 1591, which you received from her earlier. Once inside, locate the Memory Disk. Taking it will give you 750 experience points and allow to have another conversation with Helle.
Find a reader at Future-Past Antiky
Now you have to travel to northern Prague, because that is where the Future-Past Antiky shop is located (M3,11). The best way to complete this part of the job is through right dialogue options when talking with the Store Clerk. Take care, however, to have the Social Amplifier augmentation, so you can take advantage of the unique options that appear during this conversation.
After you ask the clerk about the reader, he will suddenly become very inquisitive and suggest that Jensen should look for the gadget in the basement. It is at this point, where you can use the Social Amplifier to refuse him or to point out that his actions are suspicious. These are the reactions of the personality type Alfa (left) and if you want to use one of them, then you have to quickly press the corresponding button / key after the option appears on the screen (for which you will get 200 experience points).
If you refuse to go to the basement, the clerk will draw a gun soon after and demand you hand over the Memory Disk. You can of course provoke the confrontation yourself, and if so it would be best to quickly and quietly incapacitate him.
It is far better, however, to convince the clerk to put down the gun. If, as we suggested earlier, you have found the palmtop on one of the defeated enemies you can now use this knowledge and tell the clerk (Walker), that his life is in danger - the relevant dialogue option is shown in the picture above. Walker will believe in Jensen's version and hand over the reader (you get 750 experience). You can then either let him go, or attack him.
An alternative way to get the reader is to examine the store's basement. It is best to do so upon completion of the initial conversation with the clerk, after he opens the passage for Jensen. Or you can simply ignore the clerk and open the door to the basement yourself.
The clerk will soon follow Jensen to the basement, upon which the protagonist will find himself trapped. You will need to act quickly to keep the main character alive.
Good advice - If you decide to stun or kill the clerk before going to the basement, he will be unable to activate the trap, in which case, you will be able to freely explore the basement in search of the reader.
Once the conversation is over a countdown will start, leaving you 45 seconds to disarm the bomb attached to Min Wage's corpse. Jensen will have to avoid EMP mines and lasers. If you have the EMP shielding augmentation, it would be good to detonate the mines deliberately, as it will also disable some of the lasers. Otherwise locate them quickly (you can use Smart Vision) and destroy from a safe distance.
Ignore the corpse and look at the clock hanging near them. Interacting with it will reveal a button that will unlock a secret room. Go there and use the terminal on the wall to disarm the bomb attached to Min Wage. Now you can finally take the reader from the table (and get 750 experience points).
Note - You can also use the terminal near the closed door and enter the code 3458 (it is stored on clerk's computer).
All of the abovementioned options will allow you to get the Memory Disk Reader. Wait until Jensen is once again contacted by Helle. She will ask the hero to make use of the reader in a safe place, i.e. Jensen's apartment.
Accessing data from the memory disk
You must once again head to southern Prague, namely to Jensen's apartment located in Zelen (M4,1). Having returned to your place, put the reader on the table near the TV and slide in the disk.
A new cut scene will be initiated, which will lead you to a talk with Eliza Cassan. The conversation itself will be linear. Only in its final part you can offer Eliza your assistance (if you refuse, she will decide her fate on her own), and then suggest her what do from now on - whether she should remain in hiding (left dialogue option), decide it on her own (top dialogue option) or confront her oppressors (right dialogue option). Regardless of the advice you give, you will receive 1100 experience points.
This is not the end though, because a group of opponents appears in front of Jensen's dwelling. If you want, you can leave a trap for them (e.g. a frag or gas mine), but you can also hide in one of the adjacent rooms. There you can wait for the right moment to sneak your way out of the building (preferably using camouflage) or attack the unwelcome guests. The second option is better, because after you eliminate the threat, you will be able to have one more talk with Eliza. Know, however, that in addition to the enemies you've just neutralized you also have to take care of those that examining other parts of the block (they will be marked in red after using Smart Vision).
Note - Some opponents will carry palmtops (all of them identical), but it's optional to read the message stored on them.
