How to get to the roof of Cleansing Chapel without purchasing the key?

As soon as you get to the Cleansing Chapel you can walk outside and find a tower in the lower part. It will remain locked until you purchase a key from Shrine Handmaid for 20 000 souls. It is quite expensive, especially at the beginning, but at least you can explore some of the upper part for free.

To make it possible, you will probably need several chances. Reach the tower and look left - you should see the tree visible in the screenshot.
