The last chapter of the game will begin with a very long cut-scene during which you'll meet Samantha Fields. You'll also find out that Steiner was being held here and as a result of a failed experiment he has turned into a horrible mutant and escaped imprisonment. Exploring a nearby control room is entirely optional, however you should know that you will encounter a single vampire hunter there. You can use a long-distance attack on this person, attempt to teleport Eric behind the guard (I recommend this only if you've fully upgraded Shadow Leap) or try to convince him to leave his post by running close to a wall.
The biggest advantage of getting rid of the person mentioned above is that you can now explore the control room in order to locate a PDA (200 experience points) displayed on the screen above.
You may finally start moving towards your current destination. On your way to the headquarters you'll also come across one more guard and since he'll be facing the other way killing him will be extremely easy. Obviously you should use this opportunity to drain your opponent of his blood and regain Vitae point (or points if you've unlocked a certain upgrade).
Sooner or later you'll reach a door leading to the headquarters. The game will soon play a short cut-scene and you'll find out that new vampire hunters are stationed in the area. That's not everything, because you'll also have to pay attention to staying away from motion sensors and security cameras.
Once you've regained control over the main character proceed to your left and take cover behind the objects seen on the screen above. If you want to leave the headquarters as soon as possible then you should scroll down to the bottom of the page to find out how to reach the left staircase. Otherwise you should remain where you are so that you'll soon begin eliminating nearby vampire hunters. This is a much better in my opinion, because aside from the additional experience you'll also have a chance to find two secret objects.
Wait for an armored hunter seen in the distance to start moving right and take interest in two other enemies standing near the stairs where you're currently hiding. I wouldn't recommend performing standard executions on the guards, because one of them is moving between computer terminals and he might notice that something is wrong. Instead it's best to distract one of the opponents by running next to the crates or to use powers like Domination on the left opponent. All of these options must end the same - with you hiding the bodies behind the crates or in one of the corners of the room.
It would be a good idea to focus on an armored opponent mentioned not long ago - he occupies the lower level of the headquarters and moves between the staircases leading to the elevator. I recommend approaching from behind soon after he starts moving right again.
Return to the main part of the room and slowly start moving in on an armored opponent seen on the screen above. Don't attack this guard if he's being observed by another enemy in an armor. You should also know that he doesn't make long stops near computer terminals so you can't take too much time while trying to surprise him.
Carefully approach the area near the right stairs and notice that one of the standard guards is visiting a side room quite often. Wait for this hunter to leave the main room of the headquarters and follow him. Try to kill the guard before he gets too close to a window so that you'll be sure your attack won't be noticed.
Return to the main area of the headquarters. You may finally target an armored opponent you've been ignoring thus far. Attack this person when a nearby standard guard leaves this place.
The last guard encountered on the lower level of the headquarters is constantly moving between the area you're currently visiting and a nearby side room. This should make eliminating him very easy since you can predict his next steps.
Since you've secured the main part of the headquarters now would be a good time to explore this entire area. There are two collectibles here: the first PDA (200 experience points) can be found to left of where you've originally started (screen 1) and the second PDA (200 experience points) is next to a passageway connecting both staircases (screen 2).
It doesn't really matter if you've decided to secure the main area of the headquarters or if you plan on leaving this location the first chance you get, because sooner or later you will have to choose one of the staircases leading to the upper level. Notice that both stairs are protected by motion sensors and that there's a single guard patrolling the upper platform (use Vampire Vision to check his current position and wait for him to start moving in an opposite direction).
The vampire hunter mentioned above is patrolling the upper level of the headquarters and he's moving between the two staircases. Surprising this character is reasonably easy, however if you've killed him then it's CRUCIAL to drag his body somewhere to the lower level. Hide the corpse where it won't be found and also use this opportunity to check if other bodies aren't in the open.
Approach the elevator located on the upper level (next to a corridor which was patrolled by the last vampire hunter you've killed) so that you'll find out it's currently inactive. Return to the main floor and proceed to a side room which was previously guarded by a single enemy. Find an active console here and interact with it.
Start moving towards the elevator again. Once you're close to your destination the game will trigger a cut-scene and you'll be informed that two new vampire hunters will arrive in the headquarters very soon along with the elevator.
Now you know why it was so important to hide the corpses of all the people you've killed in the headquarters and especially the ones close to the elevator - skipping this step would have resulted in making the armored hunters hostile almost instantly.
If the hunters weren't alarmed after stepping out of the elevator then they should both start moving right. You can use powers such as Distract or Domination if you plan on killing them. Otherwise it's better to proceed to the left staircase and to focus only on reaching an empty elevator to leave this area as soon as possible. You will receive two rewards while inside the elevator: 1000 experience points is the main reward for leaving the headquarters safely and 1000 experience points is a bonus received assuming you didn't raise any alarms while exploring the previous location.
