This page of the Demon's Souls Remake game guide explains how and where to rescue the NPC known as Biorr.

Biorr is an NPC who will transfer to the Nexus upon being rescued. If you save him before fighting the Penetrator, he can even help you during the battle. Biorr can also aid you in the fight against the Blue Dragon.

If you defeated the official halfway to the boss in region 1-3, you should have received the Iron Ring of Keys. Once you have obtained this key, go in front of the Tower Knight's arena. There is a locked door to the right, which can be opened using the aforementioned key.

After opening the door, go downstairs, but watch out for the official guarding the cell. Once you have defeated him, you will receive the keys that will allow you to enter the tower where Yuria the Witch is being imprisoned.

Once you've defeated the official, check out some of the cells below, as several of them contain items you can pick up. Biorr can be found in one of the cells. Once you have released him, talk to him. After a brief conversation, next time you'll find him at the Nexus. Aside from helping you during the Penetrator and Blue Dragon fights, there's nothing else Biorr can do for you. Neither does he offer anything for sale. However, he's required to obtain one of the achievements necessary for the platinum trophy.
