Thanks to it you don't have to plan a placement of your districts in order to get the best profits because you get it anyway. Veterans can use this ability to get a really good bonuses if they decide to place their districts so that they will generate general bonuses for adjacency. Meiji Restoration makes Japan a very player friendly nation for those that aren't yet familiar with game mechanics.
