After developing the first automatic civic tree goal you immediately get the access to government panel. In this moment you can, for free, activate three policy cards instead of two. This bonus is very important and useful from the beginning and allows you to get ahead of your enemies for a long time. Beginners may find the proper use of cards to be troublesome because this requires your actions to be very precisely planned until you can change your policy cards for free again. The ability to use one additional card is available to you throughout the entire scenario and, with time, you get bigger bonuses that will allow you to keep leader's position or to overcompensate for your loses. Greece is one of a few nations in Civilization VI that has limitless advantage without any additional conditions and can decide about the profits that comes from it.

Unlike the previous ability which is assigned to Greece as a nation, regardless of who is the leader, this one is assigned to Pericles. The bonus is in percentage which means that the more culture points you generate, the greater profits you get. Surrounded by Glory makes you focus on culture which is also caused by Acropolis, Greece's unique district. To become a Suzerain of a city state you must place at least three envoys and the number of them must be higher than of other players. You must strive to develop more advanced governments that, in later parts of the game, will generate more influence points which in turn will allow you to send more envoys.

Combat victories provide culture points 50% of combat strength of the defeated unit.

Here, we can observe an interesting mix of two factors: military and culture. Your belligerency determines the bonus profit to culture but don't forget that this bonus is granted when an enemy unit is defeated so hurting them is not enough. The beginning will be very slow in that regard but remember that you can destroy barbarians units with ease and generate small amount of points. In this case you can even refrain yourself from destroying their village and allow them to recruit more units that you will destroy. Buying your units with gold is a good idea because this allows you to get a big army and guarantees that you will get additional bonuses faster. Like with Pericles the profit is in percentage so the profits from defeated enemies are higher because of the development of your enemies.

Summary

You can easily see that a possibility of culture or domination victory are the most prominent here. Playing as Gorgo is much more easier and gives greater satisfaction to those players that prefer solving problems with strength. Without a doubt, the factors that determine the bonuses for Pericles are much harder to complete and it takes some time to get profits from them. For each leader, you get the access to a wild policy card and depending on how you use the slot you can get closer to any types of victory. It is up to player to decide on the bonus and it can be freely manipulated which is impossible for other nations.
