How to unlock: Receive an e-mail from Raelis [Tempest].
Here you can find the guide for Know Your Enemy quest. This is one of the side quests in Mass Effect: Andromeda game that belongs to the category called "Allies and relationships". In this quest you must examine one of Kett research outposts on Voeld.

Unlocking the quest
This quest is added to your journal after reading an e-mail from Raelis while you are on Tempest. You should receive the e-mail after saving Moshae Sjefa during A Trail of Hope main quest. From its content you learn that Raelis wants to meet with you and discuss an important topic.
Meet with Raelis on Voeld
Go on planet Voeld. Raelis can be found in the Resistance Base. During the conversation you learn about Kett activity and where their outpost is.
Go to the Kett research outpost
The Kett research outpost is in the south part of the map. When you get there you should defeat a few Kett outside the facility first.
Search for useful data in the outpost
Enter the outpost's main building. In order to get the data you must find three Kett datapads and listen to the recording after checking each one of them.
Besides that you must also get three vials of Kett genetic material. Scan all items that resembles a syringe (the example is presented in the picture above). Some of them (but not all) become interactive thanks to scanning so you can interact with them in order to get the genetic material.
Go to the Kett communication station
The communication station is on the east from the research outpost, on the hill which can be accessed by using Nomad. Be prepared to fight Kett and try to not allow them to use their height advantage. After the fights you should search for the datapad and then use a few of the devices to play the audio logs. Thanks to your "investigation" you receive Andromeda Viability Points.
Warning - This quest becomes suspended but, after sometime, it will be automatically completed. This happens when you unlock Dissension in the Ranks quest (its description can be found in the separate page of this guide).
