Obtaining information
Once you are inside the Burj Al-Ghazali, go to the upper floor and walk through the crowd to the terminals on the right (point 6 on the map). Interact with the middle terminal to unlock the map of the building and the first important intel about this mission.
From the information available at the terminal, you will learn that there is a server room near the Sheikh's personal reception area (point 27 on the map). If you can get into this room and hack the system, you will have the opportunity to gain useful information.
Arranging a fictional meeting with the Partners
Use the Instinct to track down the line that leads near the server room, then head to the third floor of the building using e.g. the side staircase.
The corridor is guarded by one guard and a camera mounted on the wall to the left. Wait until the guard goes on patrol and the camera is facing the other way, and sneak into the utility room - the second door on the left.
You will find a floor service worker inside. Sneak up on him from behind, subdue him and then take his clothes to gain reliable camouflage. Before you leave this room, hide the man's body in the closet.
Go through the double doors - they will lead you straight to the server room (point 27 on the map). Interact with the computer. You will not be able to use it, though, until you unlock it.
If you start tinkering with the server rack, you will activate a silent alarm, and you will have to hide from two guards who will enter the server room a few moments later.
It's time to get an access card which will allow you to use the computer - one of the maintenance workers has it. Go through the narrow door on the right.
Once in the corridor, walk to the left (the woman talking on the phone should not notice you if you act quickly). You will meet a man there (point 28 on the map) who has the server room access card. Subdue him, take the card, and hide the body in the closet.
Return to the server room and swipe the access card through the reader. Then, walk up to the cabinet where the information on the screen is displayed in yellow (the bad ones glow green) and pull one of the server racks - this will give you access to the computer.
Use the computer, select tile 1 (Re-arrange meetings) and set up a fictional meeting with the Partners. Before you leave the server room, you might want to open the door to the nearby elevator (2nd tile) and disable all surveillance cameras (3rd tile).
Completing the action
Now you need to disguise yourself as a penthouse guard so you can get to the right level of the skyscraper without raising suspicion and attend the meeting. Exit through the double doors into the hallway and wait for the marked guard to start his patrol.
The best time to attack will be when the guard hides behind a solid wall that obscures the view of another guard standing a little further away. Take his items and weapon, and drag his body to the closet in the maintenance room.
Go left to the reception area (point 31 on the map), which is located on the same floor (go through the conference room on the left to avoid alerting the guard). Then, go up the stairs to the floor above.
The main entrance to the apartment (point 38 on the map) is well guarded - You won't be able to pass through without a proper disguise. Go around the hall to the left, then jump over the railing at the spot marked in the image above. Walking further to the left, you will find yourself in a spacious room where the meeting you have arranged will take place. Carl Ingram will already be there, but you may have to wait for Marcus Stuyvesant.
Once both men are seated on the couch (point 39 on the map) and the guards have been asked to leave, sneak over to the control panel and activate the secure room. At this point, the How The Mighty Fall Mission Story will be completed.
