This page of the guide contains a walkthrough of the Sandapalooza quest, during which you'll attend a special opening ceremony of the sandrunning track. The quest isn't challenging, though it will take you a few days.

Reward: 300 EXP
Wait for a Letter
This quest starts automatically after you complete the Recipe for Fun main quest. You must wait until the next day and read the letter you receive, which contains an invitation to the sandrunning track's opening ceremony.
Wait for Opening Ceremony
The letter reveals the ceremony will take place the next day, at 12:00. This means you must wait yet again.
Attend the Opening Ceremony at 12:00
The next day head west of the city, near the Gecko Station Ruins. You can use the Yakmel Station to get there easily. Remember you must make it in time, at 12:00. You can be late for up to two hours, but wait for any longer than that and you'll fail the quest.
Talk to Burgess
It turns out the recent events caused the townspeople to panic, with no one other than you and Burgess showing up for the ceremony. Talk to the man you'll find at the left side of the complex. After the conversation, the quest will be completed.
