In Like a Dragon Ishin, you will not immediately gain access to the entire city of Kyo. This page of the guide describes the limitations of exploring the world map - the initial Kyo district, the roadblocks to reaching other parts of the city, unlocking the Mukurogai, Rakugai and Ragunai districts.

Fushimi - the district where you begin your adventure
Kyo is the largest city in the game, and your first visit to it will take place during Chapter 2 (The Man Named Saito Hajime).
Initially, the city may seem small, and the reason for that is that only the first district - Fushimi - is available.
Inability to access other districts
During exploration of Fushimi, you'll surely encounter a large locked gate in the northern part of the district. There is a guard posted there and in Chapter 2 you can learn from him that traveling to other parts of Kyo is currently not possible.
First visit to Mukurogai
In the further part of Chapter 2, Ryoma will have to visit Mukurogai. The opportunity to travel there appears after meeting the Boatman in the dojo and expressing your desire to travel during the conversation.
Mukurogai is a district of bandits and vagabonds. Once you enter it, another Boatman is available who can take you back to Fushimi, if for some reason you want to leave before completing all your errands there.
There is another locked gate in Mukurogai . The guard stationed there will inform you that you can't visit Rakunai and Rakugai districts yet. For now, forgo further exploration, and finish Chapter 2.
Returning to Mukurogai

After finishing Chapter 2, you'll notice that returning to Mukurogai is somewhat difficult - this district is clearly separated from the others.
At first glance in Chapter 3, the northern gate of Mukurogai is closed and inactive. To proceed, you need to wait till night hours for a Resident to appear there. He suggests that he will let Ryoma in exchange for something to drink - for that purpose, visit e.g. Don Quijote and buy sake. From now on, you can use the gate freely to access Mukurogai.
An alternative solution is to pay the Boatman . You can find him in Shinmachi, in the south-eastern part of the Fushimi district .
The boat ride is not free - you have to pay at least 500 Mon . If you decide to use the boat to leave Mukurogai, another payment is needed.
Unlocking Rakugai and Rakunai
Two large districts - Rakugai and Rakunai - become available once Chapter 3 starts. From that moment on, you can use a large gate in northern Fushimi to access them.
All newly unlocked districts can be viewed from the city map. You can freely explore them as well as use fast travel (the assumptions of fast travel are described on a dedicated page of the guide).
Unlocking Mibu and Gion
Mibu and Gion are two smaller districts of Kyo that have their own separate maps.
The passage to Mibu can be found in the north-western part of the Rakunai district . You will use it for the first time in Chapter 3 on your way to the Barracks as part of the main storyline.
The passage to Gion is in the northeastern part of Rakunai (a long bridge). Initially, the pathway is inaccessible. Gion becomes available in the final part of Chapter 3 after you receive a task to meet Hijikata.
