Yakuza 7: Like a Dragon, released in 2020, was a huge revolution in the combat system by introducing a turn-based system known from many jRPGs. Like a Dragon: Ishin doesn't have a turn-based system - all fights take place in real time.
The presence of real-time combat means that you have to use your reflex. This is especially important for dodging and parrying - these actions require perfect timing in order to avoid damage.
If you have trouble winning fights or you often lose a lot of health, try to develop your character better first (e.g. by fighting easy random opponents encountered while exploring Kyo) or set the difficulty level to Easy.
