This page of the Ghostwire Tokyo game guide explains whether the game has the TPP camera - placed behind the protagonist's back. By default, this production offers a FPP view, i.e. from the first person perspective.
There has been one major change in Ghostwire Tokyo compared to the previous productions of Tango Gameworks - two parts of the survival horror The Evil Within. In TEW, the events were observed from a third person perspective, while Ghostwire Tokyo offers a FPP view.
The change from the TPP to FPP should not be a huge surprise, since the competitive Resident Evil series has had the same transition. You may still wonder whether you can switch between the cameras.
Unfortunately, Ghostwire Tokyo does not offer the option of changing the camera to TPP. However, the game shows the main character from different cameras during the cut-scenes. Akito's current outfit is also visible during them, so, despite the game having the FPP camera, you may still want to get more outfits.
