How to unlock: You must improve your relations with Nick Valentine to maximum, talk to him and agree to help him.

After you unlock Nick Valentine as fully fledged companion, start traveling with him and performing actions that he will approve on (correct reactions in conversations, hacking into terminals etc.). From time to time the synth detective will talk to you and you must complete each such short conversation. Once you develop the relations with this companion high enough, Nick will ask you to help him in reclaiming the tapes that belong to Eddie Winter. The ally will give you Eddie Winter Case Notes and Eddie Winter Holotape 1. You must gather a total of ten such tapes.
Map with locations of the holotapes
The map above presents the places on the world map which you must visit in order to find the nine remaining Eddie Winter holotapes (the tape number 1 was given to you at the start of the quest by Nick Valentine). In each of these locations you will find a terminal with one or two text files related to Eddie Winter case (you can check these files so that the holotapes become marked on Pip-Boy's map) and one holotape. The places shown on the map can be visited in any order you want. It is worth mentioning that some of them can be guarded by stronger enemies. Detailed descriptions of all locations of the map can be found below.
Places where you can find terminals and holotapes
Eddie Winter Holotape 0 can be found in the BADTFL regional office location which is guarded by a group of strong bandits. The tape is in the basement, it is lying on one of the furniture. The terminal in this location contains a text file with the location of holotapes 0 and 8.
Eddie Winter Holotape 2 can be found in Malden Police Station which is neighboring the Malden Center Station (it doesn't have its own marker on the world map). The tape is lying on the desk behind the terminal. The terminal in this location contains a text file with information about the location of holotapes 2 and 5.
Eddie Winter Holotape 3 can be found in the Quincy Police Station in which you will find, among other opponents, Tessa who is an elite enemy. You must find the door leading to Quincy Police Lock Up - the tape is in one of the lockers. The terminal in this location contains text file with information about the location of holotapes 3, 7 and 9.
Eddie Winter Holotape 4 can be found in the Police Station in Natick. The tape is hidden inside one of the drawers in the room that is partially filled with rumble. The terminal in this location contains a text file with information about the location of holotapes 4 and 9.
Eddie Winter Holotape 5 can be found in sheriff's office in Nahant. It is a medium-sized, partially destroyed building. The tape is on the floor, in a well visible place. The terminal in this location contains information about the location of holotapes 5 and 6.
Eddie Winter Holotape 6 can be found in the East Boston Police Station. The station is in ruins and it is occupied by enemies. The tape is hidden inside one of the desks. The terminal in this location contains a text file with information about the location of holotapes 6 and 7.
Eddie Winter Holotape 7 can be found in the South Boston Police Department inside which by default there are wild dogs. The tape is lying on the desk on the first floor. The terminal in this location contains a text file with information about the location of holotapes 3, 5 and 7.
Eddie Winter Holotape 8 can be found in the Police Precinct 8. The tape is lying on a small wooden table in one of the cells. The terminal in this location contains a text file with information about the location of holotapes 4, 7 and 8.
Eddie Winter Holotape 9 can be found in the Coast Guard Pier location which is by default guarded by a group of strong supermutants. The tape you seek is lying on a safe. The terminal in this location contains a text file with information about the location of holotapes 3, 4 and 9.
Get to the bunker of Eddie Winter
Once you obtain all ten holotapes, talk again to Nick Valentine. Now you can go to Andrew Station located in the southeastern part of the world map. Once you get close to the destination, be prepared to fight the first group of raiders supported by turrets - they can be quite dangerous for a low level character. Once the area is clear, find the door leading to the underground metro station.
Eliminate other enemies while exploring the station. Watch out for dogs that accompany them and for many mine traps (it is not recommended to rush). Keep going through the rather lineal route passing through tunnels and rooms. Your destination is the door shown on the picture above. Next to them you will find a numerical keyboard in which you must type the code. Since you obtained all the holotapes, you know the proper combination and you can open the door.
Stand face to face with Eddie Winter
Enter the room. Inside you will meet Eddie Winter. You can attack him immediately or first initiate a conversation with him in which of course Nick will participate as well. No matter how you act, sooner or later the battle will start. Luckily, Eddie isn't a hard opponent.
You can follow Nick Valentine to the exit from the station after you murder Eddie. Then you two will walk to the place where his fiancée was murdered. Listen to Valentine's monologue and the quest will end.
Quest rewards: Experience points, a unique perk related to Nick Valentine becomes unlocked.
