This page of the Diablo 2 Resurrected guide explains how to start and complete the Terror's End quest in Act 4.
Go to the City of the Damned and use the stairs next to the portal to reach the River of Flame. One of the crossroads guarded by Angel Hadriel leads to Chaos Sanctuary. That's where you will face the boss of this location - Diablo.
So that it's not all fun and games, you'll have to open five seals in Chaos Sanctuary first. They are located in the corners of the location, two to the left and two to the right of the pentagram at the end of the monastery and one in front of it. When activating some seals, a group of enemies with one mini-boss may spawn - you have to get rid of them before you proceed to the clash with Diablo.
Diablo is a tough enemy. However, preparing well and getting to know his techniques should make victory much easier. Diablo is much easier to deal with when handled at a distance due to his deadly fire and lightning attacks, which can be avoided if you keep your distance. During combat, however, watch out for the following attacks of your enemy. Lightning attacks are the most dangerous - the few-seconds-long attack ensues in the form of a single beam. When this happens, try to surround Diablo until the attack is over (he often attacks twice in a row). As far as the standard claw attacks are concerned, you should not feel excessive loss of health.
When it comes to fire attacks, one consists in throwing out a wave of flames in all directions. You won't be able to avoid this attack in close-range combat, but you should not worry much about it. The second attack is a fire path; you will not get much damage as long as you step off it. Occasionally, the boss can get you frozen as well, so it is recommended to drink the Thawing Potion beforehand to increase cold resistance and shorten the freeze time.
The key to victory is dodging the attacks. If you have skills that enable you to quickly move away from Diablo and you'll be able to combine it with good reflexes, you'll win.
Of course, do not forget about creating Town Portal every time you use it. While in town, always stock up on your potions. If you have fire and lightning resistant items in your inventory, it's a good moment to equip them. Also remember the locations of the nearby shrines and what they offer; the bonuses may prove useful in this fight. At the end of the fight, collect the items and return to the camp. After talking to Tyrael, you will open a portal to Harrogath, a city from Act 5.
