This page of the guide to Borderlands 3 explains how to get to the Sanctuary. It is visible in the list of known locations from the very beginning of the game, but the game will not allow you to visit the Sanctuary until you have advanced enough in the main story.
The Sanctuary is displayed in the list of locations in the same tab, which also shows points of interest for fast travel. Unfortunately, you can't move there initially. Even if you select a Sanctuary from the list, you won't see any interactive points on the map that you can choose as your destination.
In order to unlock access to the Sanctuary, you must advance enough in the main storyline. After you unlock the main Taking Flight quest, the preparations for boarding the Sanctuary will begin. It is worth noting that Sanctuary is a big spacecraft in Borderlands 3, which you will use to travel between the planets in the game.
After completing the Taking Flight quest, the Sanctuary quest will begin. You'll be able to board the Sanctuary and fly away from Pandora.
The action will move aboard the spaceship. As part of the Sanctuary quest, you will visit all the most important areas on board the spacecraft, including the Captain's Bridge, Marcus' shop, the canteen, the hero's cabin and the cargo bay.
At the back of the Sanctuary, there is a fast-travel control point. From that moment on, use it to travel to discovered locations and to return to the Sanctuary.
