A character that you must speak with as part of the "Fallen to Earth" main quest.
Clock
Mimeon and the leader of the Cultists of the Changing God, Casmeen, can be found here. You can talk to Casmeen during the "Fallen to Earth" quest. Fixing the clock is a part of this quest.
After finishing the "Fallen to Earth" quest you can ask Mimeon for a place to rest (it costs 40 shins for non cult members). You can also confirm that you are the Changing God or begin a quest about joining the cult - "Disciples of the Changing God". In both cases the reward is free rest.
After finishing the "Fallen to Earth" quest you can trade with Mimeon and Casmeen. They're selling usable items and bonded items.

A man who will give you the "Beleazar and the Beast" side quest.
Nychthemeron
A beast in a cage associated with the "Beleazar and the Beast" side quest. An attempt to touch the cage will result in receiving damage.
You can free the nychthemeron after talking to Beleazar and using the teleport nodule. The monster will go to the Reef of the Fallen Word (M2.3).
Canadu and El-Jinho
A pair of characters guarding the beast contained inside of a force field. You can pay 25 shins for a privilege to observe the nychthemeron or negotiate.
You can speak with the duo and tell them that Beleazar plans to release the beast. This will end the "Beleazar and the Beast" side quest.
Exhaust all dialogue options to earn additional XP.
Zaofi the Sculptor
A sculptor. Speaking with the man begins "The Sorrow's Prey" side quest. You can use Anamnesis and earn additional XP.
Stands
Falinda is a bookseller. Speaking with the woman begins the "Borrowed and Lost" side quest.
The Arms Merchant is selling melee weapons, ranged weapons and shields.
Tybir and the crowd
The location where you can find Tybir. Speaking with the man begins the "Stay of Execution" side quest. Tybir can join the team.
Overseer Yeen is also present here. You can talk to him about Ris.
Execution ground
Area where the execution on Ris is being carried out. You can help him as a part of the "Stay of Execution" side quest.
Prata's stand
You can meet with Prata as a part of the "Fallen to Earth" main quest. This person is also a merchant. Prata is selling usable items and cyphers. You can give Prata the crystalline shard from the Broken Dome (M1.1).
A boy named Jherem is running around. You can ask him thoroughly and earn XP.
Slavers base
Tol Maguur is a slaver. Tol Maguur can give you the "Beloved Slave" side quest.
Genocide
You can talk to him and earn 2 XP.
There's a device next to the Genocide. Use Anamnesis on it to get 2 XP.
Rocks and a cannister
You can put rocks inside the cannister to get the Shade of the Desert Sun or the Conflict Advisor cypher.
Use Quick Fingers on the cannister or smash the rocks to get shins.

The above map shows the Circus Minor district where you will spend the majority of time and perform most of your tasks. In this location, you can encounter a myriad of non-player characters, a large portion of whom will offer you optional side quests. Here, you can also recruit a new companion: Tybir. From this location, you can go to Government Square, Reef of the Fallen World, Underbelly, and Cliff's Edge.

Resting place in Circus Minor

You can pay for rest, say that you are The Changing God or try to join the cultists.

The rest option is a little bit harder to use in Circus Minor district. The easiest way to unlock it is to get to Casmeen and Mimeon, who stand near the clock (M3.2) and, during the dialogue, say that you are The Changing God. If you don't tell them that you are The Changing God, the situation will become complicated. In that case, you must wait until you finish Fallen to Earth main quest.

Key places in Circus Minor

1. Otero. A character you have to talk to during the Fallen to Earth quest.

2. Clock. Here, you can find Mimeon and Casmeen, the leader of the Cult of the Changing God. You have to talk to her during the Fallen to Earth quest. Repairing the clock is a part of this quest.

Once you've completed the Fallen to Earth quest, you can rest in this location (this action costs 40 shins). You can also complete the Disciples of the Changing God quest to join the cult (only if you haven't said that you are The Changing God).

After you've finished the Fallen to Earth quest, you can also trade with Mimeon and Casmeen. They sell consumable items and Bonded items.

3, 4, 5. Places connected to the clock puzzle. You are tasked with solving the solar clock puzzle by Casmeen during the Fallen to Earth quest. You have to interact with every one of these objects and perform correct actions (details in the said quest's walkthrough).

6. Beleazar. A man who lets you start the Beleazar and the Beast quest.

9. Zaofi the Sculptor. A sculptor who gives you The Sorrow's Prey quest which is a long mission that stretches over all side districts.

10. Stands. Falinda is a bookseller who gives you access to the Borrowed and Lost side quest. Arms Merchant sells melee weapons, ranged weapons, and shields.

11. Tybir. This is where you meet Tybir, a character that can be recruited into your party after completion of the Stay of Execution quest (Tybir temporarily joins the party right after accepting the said quest).

13. Prata's stand. You can talk to Prata when performing the Fallen to Earth quest. This person is also a merchant and sells consumable items as well as cyphers.

14. Slavers' headquarters. Tol Maguur is a slaver and you can start the side quest Beloved Slave by talking to her. It concerns finding her lost slave, Rhin.
