At any point into the game, you can check out the status of other managers or find clubs that search for a new coach.

When you start the game, you can select the club and/or the national team that you will be managing. This will immediately allot you with the team you selected. If you want to change this, while playing, things are not that simple anymore. First of all, what counts is the reputation of your manager - you can start the game by managing Real Madrid, but if you are made redundant in the course of a season, do not hope that top clubs will be fighting to obtain you for themselves,, only because you have been managing Real Madrid for some time. Being the manager of such a club is beneficial to your reputation, but this does not ensure you position at a corresponding level. Another issue is that clubs do not search for new workers "just because" - if the manager that already is employed in a given club, is doing well it is difficult to get his position. You need to wait until he is on a losing streak. In Staff -> Stability of position you can look it up which clubs are currently interested in employing a manager. You can apply for a position in such clubs. If the status of the manager is "highly uncertain", you can express your interest in managing his team. If the Board deems you a better candidate, they lay off the old manager and offers the job to you. The only thing that you need to do then, is to discuss details of the contract and the playing style of your new team.

Therefore, in general, if you want to resume your game as the same manager in a new team, you need to wait for a vacancy or express your interest, when the previous manager is not doing well. You find most job offers in the middle of the season and towards the end, when managers are fired for not meeting expectations (this also happens in the course of the season, on a smaller scale). This also goes for national teams - selectors lose their positions after failed tournaments, such as World Cup. This is when you can apply for the vacancy.

Note: If you already are a quite decent manager (not necessarily a world-famous one, e.g. in your area) clubs can offer that you change job - you can decide then, if you want to change the club or not.

Adding a new manager may not be fair, but it is an effective way of preparing a vacancy at a club, for yourself.

If you do not want to wait for a given manager to lose his position, you can try a trick. Create a new manager, during the same game, and pick for him the team that you want to transfer your actual manager to. Then, retire right after you start managing the team - this way you will replace the previous manager, just to free the position right afterwards. The only thing you need to do then is apply for the vacancy and hope for the Board to take the right decision.
