You just have to get close to the car and use a repair kit.

From time to time you will run into civilians whose cars broke down. To help them you will need a Repair Kit in your inventory. The item can be purchased in Hammerhead, a number of stations in Coernix, as well as from the Regalia on-board store. You should purchase 30 sets of those items to be able to complete all of the quests.
