How to unlock: Listen to the radio conversation with Tolga and Fatin after you complete the side quest The Great Train Robbery.

The car in which you find Tolga and Fatin

To receive this quest, you need to wait until the end of the side quest The Great Train Robbery when twins (Tolga and Fatin) contact you over the radio again. Your character will be asked to lend his help at the works on the titular secret project. Go to meet the twins, who are staying at the tunnel entrance in the Southern part of the map. Knock on the car in front of the tunnel to talk to them. From the crate, collect the Geiger Counter and go to find the items that Tolga and Fatin need for their project. These are:

• 8 Metal Parts
• 6 Duct Tape
• 8 Nails

All of the items are commonly found around the game world, so start exploring thoroughly all of the locations that you visit. Some of the items can be bought from merchants, or you can receive them from quartermasters (e.g. from Bilal at the Gas Station).

You can deliver the items to the twins on a regular basis, or wait until you gave them all and then return to them. Tolga and Fatin are going to need some time, so wait for several hours of the in-game time and after they let you know on the radio, return to the car. They will dispatch you on another errand. This time, you need to obtain 12 Fuel and if you want to speed things up, ransack two gas stations in the Southern part of the map. Delivering the fuel to the twins ends this quest.
