How to unlock: Listen to the conversation with Acolyte during the exploration of the game world.

You need to wait until you are contacted over the radio by one of the Acolytes - this should happen after you have taken part in the ritual in the main quest The Gathering. From the Acolyte, you learn that there is a plane that crash-landed in the area and he will ask you to explore the area. Along your path to the plane, you are contacted by Tolga and Fatin, so go first to the safe zone, where the twins are. Talk to Tolga and Fatin, and collect the Tracking Device, which you are going to need to find their missing boss - Mister Volkan.
Go towards the area marked by the game in the Southern part of the map. You do not need to equip the tracking device, because it is functioning without it. The frequency of sounds that it emits increases as you are nearing Volkan's transmitter. Your destination has been shown in the above screenshot - it is a parachute in the center of a large field, by the withered tree. Pick up Volkan's Backpack and listen to the radio conversation with Tolga and Fatin.
You need to continue your search, and this time you need to use the signal from Volkan's personal transmitter. Head towards Jasir's Farm, because this is where the signal is coming from. At the farm, find Polat and talk to him. From him, you will learn that Volkan is dead and you need to tell the news to the twins. From the radio conversation, you learn that they are in danger and this way, you receive a new side quest - The Great Train Robbery.
Note - If you want to, you can look for the Volkan's corpse as soon as the mission ends. The exact location can be seen on the above screenshot - the body can be found a little to the south of the Jasir's Farm. The reward for the search will be the possibility to collect a Ceremonial Mask (one of the collectibles in The Following expansion).
