If you've completed the side quest for Mindy, you will end up in the place shown above. As a token of gratitude, Mindy will turn off the electricity on the elevated track, which will allow you to get across without issues. However, if you haven't finished that side quest, you can disable the electricity yourself, by disabling the windmill that generates power - it can be found on the roof of a building in the Northern part of the Channel Square. Regardless of what decision you make, direct your blink to the place shown above, jump to the other side, and get onto the platform's roof. Doing this will allow you to avoid being exposed by civilians.
When the roof ends, use the blink to get onto the balcony shown above, and from there, get to Winslow Safe store. You'll be able to obtain another bone charm there. In the store, you will find a locked safe; the combination can be found in the cash register. In the safe, apart from the bone charm, you will also find some ammo as well as silver and gold ingots worth 300 coins. At the back of the store, you will find a key to dr. Hypatia's apartment. You can go up and pillage the apartment for some cash. You'll find quite a lot of money, a painting - Hypatia's Projective Gaze and an audiograph - Aiding the miners.
Whatever you've decided, go now to the place shown above and get across to reach the station. You can get inside through a broken window. When you do, sneak to the stairs on the right.
Upstairs, you'll find three guards. The guard shown above is sleeping, so he's of least concern. Enter this room and wait until another guard approaches and leans on the handrail - this will be ideal time to get rid of him.
The third guard will be facing the entrance to his room, so you need to use blink to get behind and be able to neutralize him. When you do, go back to the sleeping guard and do upon him as he would have himself do upon you. Now, you have a lot more options. You can go downstairs and deal with some more guards and turn off the power of the protective field, or just jump out the window and get to the tracks. Whatever you do, the mission will be concluded successfully, and you will be transported to Addermire. However, it's advised to search the lower sections of the station, since you can find many items, a newspaper and some coins.
