After you leave the monument countdown starts. Jump down, then move around to the building direction - you will find the second emblem under the platform on which you have stood moment ago.

In the last phase of running away. When you walk down from the first ladder on your way down, look at the central construction, slightly down - emblem is connected to a metal bar.
