The Note is lying on the table, near the elevator that you have to activate in the mine.

You will find the note in the mine, in the small building near the warehouse, from which you take the power box (the building with the upgrade table inside).

In the place where the final battle takes place (on the very top, after the elevator breaks down), on one of the boxes.
