It is one of two rackets in Frisco Fields. You can weaken it up after you complete the story mission "Get Enzo Conti" in which you meet with Conti in the quarry in Barclay Mills and in which together with him you escape from Marcano's men's ambush. The main objective of this mission is to remove the enemy lieutenant Bobby Bastian from his position. You will be able to weaken the business by using various methods that are described below.
Important - Before you start weakening this racket, you should install wiretaps in all boxes in Frisco Fields. Be careful because one of the wiretaps is located in enemy camp. Before you get to the box in order to install wiretap, try killing or at least luring away (by whistling or using the Screaming Zemi) all nearby enemies. Lincoln will need about 10-15 seconds of peace to install the wiretap.

Meeting with Bear Donnelly
Donnelly is renting a room in a small motel in the southern part of the district. Speak with him about the possible ways of weakening Bobby's racket.
Killing the taxi drivers
This objective is unusual since it isn't related to any specific point on the map. While traveling through Frisco Fields you can encounter a taxi used for transporting the drugs. An example encounter like that is shown on the picture.
Your task is to murder the taxi driver. However, you must be ready to face a few other gangsters that can be found in the vehicle as well. If you remain undetected, you can move in front of the taxi, stop at the closest crossroad and surprise the enemies from there (it is best to destroy the taxi with an accurate grenade throw). Otherwise keep shooting at the vehicle while driving. You can aim at the tires and make the vehicle crash or get close enough to shoot down the driver and all the passengers. Each murdered taxi driver will weaken Bobby's racket by 5000 dollars.
Interrogating Bobby's dealer
This objective doesn't differ from interrogations from other story missions. You can interrogate any of the available dealers. Once you reach the marked location, you must lure him away to a remote location or chase after him if you were detected. Once the investigation is done you can decide whether to kill or recruit the dealer.
Destroying the chemicals
It is one of the lesser objectives of this mission. You can find the chemicals in various locations across the district. Each of these points is guarded by a few enemies. The main objective in each of these points is to destroy a truck with a large chemical tank. In order to complete this objective it is best to use grenades or C4 charges. In addition to that, you can look around for barrels with chemicals. In this case shooting the barrels should get the job done.
Important - You can also find the chemicals in larger locations related to other mission objectives. If you have an occasion to, you should destroy them in order to weaken Bobby's racket.
Stealing from the taxi garage
You will learn about this mission objective after interrogating the dealer. You must reach the main building of the taxi garage. Since there aren't many enemies nearby, sneaking in there should be easy. In the building there will be at least three gangsters. You should take them down one after another, preferably by luring them away with whistling.
You must use the crowbar or break through the gate (the latter is a bad idea - you can be heard) that leads to the fenced area. Walk towards the chest with the money and hold the interaction button to open it. You will weaken Bobby's racket by 20 thousand dollars.
Murdering Bobby's enforcers
Now you can track and murder three enforcers. It is a very profitable task since killing each of them will weaken the enemy racket by 10 thousand dollars. Lonnie Grima can be found in the warehouse where he is producing drugs. In the same location you will encounter a large group of gangsters, but due to the small size of the building and the presence of exploding chemical chests you can simply sneak up near the entrance and throw a grenade inside.
Gabe Chauvin can be found at the back of one of the family houses. You can easily lure him away from other enemies by whistling or you can surprise the enemies and blow up the nearby barrels with chemicals.
"Beaks" Brunner is stationed in the medium-sized camp at the edge of the city. You will find him in one of the cabins. You can gradually clear the camp or sneak up to the cabin. In the second case you should reach the window and shoot down the enforcer through it.
Initiating a confrontation with Bobby
Once you weaken the drug racket enough (actions related to Bobby are marked with yellow points on the map), go back to Bear. After speaking with him you can go to the large building Duvall Hall Science Center.
Bobby is on the first floor. Due to the layout of the building, it might be hard to reach him undetected. You can enter the science center through the main or the side door. No matter which one you selected, try gradually eliminating the nearby enemies. Watch out so that none of the sentries calls reinforcements. You can reach the first floor through the main stairs or through the staircase in the right side of the building (the one in the left part is blocked).
While traveling through the first floor you must watch out since many enemies are standing near each other or are actively patrolling the area and can easily accidentally find Lincoln. You can reach the room with Bobby through the corridor or through the labs (there are more enemies there, but these areas give you more freedom in planning your path). In both cases you must watch out for new sentries which you should eliminate so that they won't reach a telephone. If the fights are started, take interest in the nearby barrels that can be detonated and used to easily kill some of the enemies.
Once you sneak up on Bobby (as usually, you can help yourself with whistling in order to lure away some enemies) or defeat him, catch him and decide whether you want to kill or recruit him.
Important - In the end you must decide who will receive the racket - Cassandra, Burke or Vito. Each of them will offer you a different bonus in exchange for the racket. You should know that you will be able to change your decision - after taking over whole Frisco Fields you will have to decide which underboss will assume complete control over it (including all of the rackets in the area).
