It is one of two rackets in Downtown. You can start weakening it up after speaking with Donovan in the story mission "Compromised Corruption". The main objective of this mission is to remove the enemy lieutenant Frankie Bernard from his position. You will be able to weaken the racket in various ways that are described below.
Important - Before you start weakening this racket, you should install wiretaps in all boxes in Downtown. While doing it you must be careful since two boxes are located in restricted areas - on the police station (above picture) and in the alley guarded by gangsters (you can easily avoid them by walking through the garage). Once near the enemies, you can kill or distract them, for example by using Screaming Zemi. In addition to that, in case of the box on the police station area you should avoid being detected - otherwise all nearby enemies and reinforcements will quickly swarm you. Additionally, while dealing with the box in the police station, you can use the services of the Police Dispatcher, however, that particular action will require you to sacrifice one marker. In exchange, the policemen will not react to Lincoln's actions for 2 minutes, and you will be able to break into the box without any issues.

Meeting with Harold Cauley
Harold Cauley is a journalist that can help Lincoln in determining the ways of weakening Frankie's racket. Finding Harold can be a bit troublesome since he is located on an underground parking lot. You can't drive there with a car - instead of that, you must open the door shown on the picture. They will lead you to the parking lot.
Interrogating the couriers
There are three couriers in Downtown and you must interrogate two of them in order to complete this objective - you can select any two you want. The interrogations don't differ from other similar objectives - get rid or bypass other gangsters and then sneak up on the couriers or chase them. After the interrogation you can kill or recruit each courier.
Following the cash transports
This objective will be unlocked after you interrogate one of the couriers. It is an unordinary objective since it isn't connected to any specific point on the map. Instead of that, you must travel through Downtown and look for a cash transport. It will be a black limousine and an example encounter with it is shown on the above picture.
Don't attack the limousine - it won't weaken the enemy racket. Instead of that, you must follow it to the meeting place with the corrupted official.
While following the hostile vehicle you mustn't be seen by Frankie's men and you cannot scare them. Keep a safe distance from the vehicle you are following. You must also remember to avoid other actions that can get enemy attention - don't hit other vehicles or other objects, don't drive other pedestrians and limit the situations in which someone honks at Lincoln after he performs a dangerous maneuver on the road or he suddenly gets in front of another vehicle.
Once you reach the location of the money transfer, you can attack the enemies. Take advantage of the fact that the enemies don't expect you and throw a grenade or a Molotov's cocktail at them and then finish the survivors. Don't let anyone escape with the money or you will have to chase him. Collect the money once the fights are over. This will weaken the enemy racket by more than 10 thousand dollars.
Finding the places where the money was left
The secret locations where the money is hidden to collect (the dead drops) are placed across the Downtown and are marked on the city map (you can also find them by yourself). Once you reach a selected point, check the place where there is a dead drop symbol painted (you can help yourself with Intel View). Stealing from each such point will weaken the enemy racket by 1000 dollars.
Stealing Frankie's money
Frankie is keeping the gathered money in the baths, one of the larger locations visited in this mission. Only part of the ground floor of the baths is a place available for the public. The other areas on the ground floor and on the first floor are guarded by the enemies. You should eliminate them silently so that you won't find yourself under a heavy fire or you won't trigger a call for enemy reinforcements. Once you explore the ground floor, you must get to the first floor. You can do it by using the stairs on the right side of the building (you can find them after passing through the locker room) or at the back.
Once on the first floor, try to remain hidden and silently takedown enemies on your away after you lure them to a remote location by whistling. Go towards the offices located above the main entrance to the public baths. Here you must take interest in the side room shown on the picture. Watch out, there is a single enemy inside which you must eliminate. Collect the whole money from the small room and you will weaken the racket by 25 thousand dollars (you can also steal some smaller amounts of money from a few neighboring rooms).
Murdering Frankie's enforcer
You must eliminate only one enforcer, J.C. McCall. By default he can be found on the roof of one of the buildings, it is shown on the above picture. If you have a good sniper rifle, shoot him down from distance. Otherwise you should sneak up near the building (watch out for other gangsters) and use the stairs to reach the roof.
Initiating a confrontation with Frankie Bernard
Once you weaken the blackmail racket enough (actions related to Frankie are marked with pink icons on the map), go back to Harold. Speak with him and go back to the public baths from which earlier you could have stolen large amounts of money.
Frankie can be found in the office on the first floor of the baths. Once again you must break through or (a better idea) sneak up to any stairs that lead to the higher floor. Move slowly towards the office. Watch out for the enemy shown on the above picture. He is standing near the glass dome on the roof and he can easily notice Lincoln - avoid him or kill him with a fast and accurate shot from a weapon with suppressor. Once you eliminate the enemy from the nearby bar, you will be able to easily sneak up on Frankie. Kill or recruit him.
Important - At the end you must decide who will receive the racket - Cassandra, Burke or Vito. Each of them will offer you a different bonus in exchange for the racket. You should know that later you will be able to change your decision - after taking over the whole Downtown you will have to decide which of your underbosses will assume control over the whole area (and all of its rackets).
