Meeting with the bosses (Lincoln's allies) can be organized after you complete all story missions related to recruiting them. These are the following missions:
- "Old Times' Sake", "Prostitution" and "Smack" - recruitment of Cassandra and assigning her first rackets
- "Cut and Run", "Moonshine" and "Protection" - recruitment of Burke and assigning him first rackets
- "We Partners Now?", "Union Extortion" and "Contraband" - recruitment of Burke and assigning him first rackets
Additionally, you must complete story missions related to getting rid of a few of Sal Marcano's underbosses - "Kill Ritchie Doucet", "Kill the Butcher" and "Get Michael Grecco".
The meeting with Lincoln's underbosses will take place in a mansion on the bayou. You must get there to trigger a cutscene.
From this point you will have greater freedom to choose what to do. You can:
- Complete new story missions related to taking over enemy rackets in new districts of the city - "The Dead Stay Gone" mission is related to Barclay Mills, "Compromised Corruption" is related to Downtown and "Hot Rubber & Cold Blood" is related to Tickfaw Harbor. Each of these missions starts in same way: Lincoln must meet with Donovan in selected location and speak with him about the local rackets that can be taken over. He also learns who is currently managing these rackets.
- Continue completing optional missions related to Cassandra's, Burke's and Vito's missions.
- Start completing new side missions in which you help your underbosses. These missions are ".45 in My hand" (helping Cassandra), "I.R.A. Don't Ask" (helping Burke) and "I Need a Favor" (helping Vito).
