Below you can find walkthrough for the second mission related to murdering Frank Pagani who controls Tickfaw Harbor. This mission becomes available once you take over both rackets in Tickfaw Harbor (story missions "Auto Theft" and "Smuggling") and after completing the preparations related to the murder (story mission "Kill Frank Pagani: Setup"). Before you start this mission, make sure that Lincoln ha full supply of adrenaline injections and a bulletproof vest. You can also equip yourself with a good machine rifle and explosives - they will be helpful in killing the enemy lieutenant.
Start with reaching Donovan's blue van and speaking with him. Now you must use the tracking device to find Pagani's car. Listen to the sounds made by the gadget. Their frequency will increase as you get close to the vehicle and the search area on the city map will be getting smaller. The location of Pagani's car is shown on the pictures - it's in the car workshop.
If you want to act from hiding, start with dealing with two gangsters standing in front of the workshop and then use the crowbar on the closed door in order to sneak inside. You can immediately start shooting at Pagani through the window or you can reach another door. Opening them will alarm Frank who will start escaping.
If you are detected (because you wanted or by accident), Pagani will immediately start escaping and after a moment he will drive out of the garage in his car. You can act in two ways. You can join the chase by using your own car or the sports machine found in the garage (you would have to quickly kill the nearby gangsters). During the chase you should aim at the tires of Pagani's car in order to make him crash or you can aim at Pagani himself.
The second method is to prepare for Pagani's escape beforehand. You can block the garage exit, place explosives there and be ready to detonate them or simply quickly shoot down Pagani when he will open the garage door and start escaping.
No matter how you acted, you must walk towards the kneeling Pagani and interrogate him. This will end the mission.
Rewards for completing the mission: Complete takeover of Tickfaw Harbor.
Aftermath
Important - Once the mission ends, Lincoln will return to the mansion on the bayou where he will decide which of his underboss will receive Tickfaw Harbor. If you have already taken over one of the "new" districts, then you will be familiar with the mechanism. Otherwise you must know that you have complete freedom in selecting the underboss. You can assign the district to the person who previously received rackets that are present in that area or you can change your decision and give it to someone else. In that case the rackets in the area will be also given to the new person. When selecting the "manager" of a district, you should decide based on bonuses they offer. However, if you don't want to make anyone too angry, remember that at the end of the game each of them should control 3 districts (in other words, 3 districts for Cassandra, 3 for Burke and 3 for Vito).
Important - Now you can start missions related to Downtown and Barclay Mills districts or you can take interest in the newly unlocked story missions "Gambling" and "Black Market". They are about taking over Southdowns from Tommy Marcano.
