The world being divided into different regions is a Total War mainstay. Provinces in Total War 3 usually consist of a capital city and two or three smaller settlements. Some, though, are made up of only one settlement.
Commandments
Owning all the settlements in a province is very useful. It helps you control corruption and public order more effectively as well as unlocks commandments.
They can be enabled in the left corner of the screen, after selecting a settlement (they're activated separately for each province). Commandments grant useful bonuses. Moreover, they are free. Different factions have different perks. Almost every race though has access to: corruption control, stability influence and building income increase
Province screen
After selecting a settlement the province screen appears. On the left is a list of useful information. On the top you'll see:
- settlement growth (necessary to develop main buildings),
- income (or deficit) and a possibility to cancel taxes,
- control over the province and its harmony,
- corruption level,
- effects affecting the province.
In the center of the screen you'll see settlements belonging to the province and the buildings in them.
In the upper-right corner you can view/hide the list of known provinces.
