Keep following the path while looking out for the soldier walking by the billboard - you should eliminate him to be able to get further unnoticed. You can also try to sneak by him when he's facing right.

Go through the hole in the wall on the left and climb onto the wall a bit further. Wait a moment for the soldier driving the truck to get out and head further with your companion. From not on, crawl all the way.

Look out for the soldiers patrolling the courtyard on the right. Very slowly crawl under the truck and wait for another enemy to head out before moving on.

Keep crawling further until you reach a set of stairs - you should also note a soldier soldiers standing there, who you should eliminate right now. If you decide to get further, he will start moving and you will have to kill him in motion.

You will find yourself before the library - in the distance you should see two enemies. Unfortunately they won't move even a bit, so use the sniper rifle and quickly kill them both. It might be a good idea to sneak as close as possible and kill them with a silenced pistol (the rifle takes some time to reload, which can cause an alarm to be activated).
