Eliminate Marko Vladic | Act 2 - And Justice for All Sniper: GW2 Guide

Before getting to Vladic himself, you will have to eliminate his bodyguards - begin with the three snipers. Begin with the one on the top floor, in the window on the right [350m]. The second is on the roof of the building on the right [350m]. The third lurks on the left, on a rather distant building [380m].

Afterwards eliminate the two enemies on the street - they're in an open area, so you shouldn't have problems. Now it's time for Vladic - he can be found inside the building, in the only window in the left part of the building which isn't boarded up [345m] - he might be hard to notice because of the tree in the way.

It's time for an immediate evacuation - quickly follow Maddox to the ruined building, where you will be able to take cover behind windows. On the square in front of you there will be five enemies who you will have to kill [100m] - after you do that, a cutscene ending the mission will begin.
