How to open the safe in the Waiting Room?

One of the locked safes in Resident Evil 2 can be found in the Waiting Room on floor 2F. The code to the safe is: : 6-2-11. Inside the safe you will find:
- Claire: JMP Hp3 Magazine Upgrade (increase in ammo capacity to 26 cartridges);
- Leon: W-780 - shotgun upgrade (stabilization of shots);
