How to open the safe in the police station's office (Leon) in Resident Evil 2?
In Resident Evil 2, one of the offices in the police station has a locked safe. This page contains information about the correct combination for the safe in the West Office.

The picture above shows the safe's location - it is a small room in the West Office on the first floor of the police station. You can visit this place for the first time shortly after you use the switch in the Lounge.
A single zombie is in the room with the safe. Kill it before you interact with the safe.
The combination for this safe is 9-15-7. Stop the mechanism on these numbers. If you made a mistake and you stopped too early or too late, interact with the safe again. The safe contains a satchel that increases your inventory space permanently.
