This page of the Watch Dogs Legion guide provides a walkthrough of The Black Hole of Battersea side mission. This mission will unlock once you start a rebellion in the Nine Elms district.
As with other quests of this type, contact your DedSec informant first for further instructions on the task.
Then head to Battersea. You need to get to the lower floor of the building. If you have the ability to take control of drones, use it. You can now use the ventilation shaft to destroy the power supply on the other side that is blocking the door. You can also download the access key. Once you've done that, go all the way down.
Once you're there, head towards the marker. The marker will show the elevator, interact with it to get to a new room.
The room you're in is very dark. You will mainly use a journalist drone, which has a flashlight. Take control of it and head towards the marker.
On the right side, at the top, there are blue frames - head towards them. Then follow the yellow pipes. While on your way, download the access key and open the door.
Then go to the next room, but do not jump to the lower floors. This location is very dark. Use a drone to light your path the whole time through.
Then, to access the next room, you will have to solve the circuit puzzle. The complete darkness makes it difficult to locate them. Once you have unlocked all the circuits and led them to the locked door, approach the door.
However, there are some more obstacles. Use the drone to light your way and move forward. When darkness falls again, use the drone and move it so that it illuminates your way.
Once you reach the last room, defeat one of the guards. Then go to the terminal and release the hostages. This will complete the mission.
