Watch Dogs Legion allows you to play and join any person in the game to DedSec, your team. However, despite the very large number of people available in the game, you can not make a team that will consist of hundreds of characters. Unfortunately, Watch Dogs Legion has a limit – you can only have 45 agents. This is quite a large number, but you should keep in mind that this limit also counts potential recruits.
If you do not want to reach the limit, remove agents from your team that you think are not needed or do not seem interesting to you. The same goes for potential recruits. If you see that a particular character is crossed-out, it means that either they are unconscious and will not be available for some time, or that the person is simply dead. It is worth removing such characters from your potential recruits, especially those who are dead. This will make room for other characters. It's worth investing in characters that can do a lot for your team, especially with passive perks. However, you can also decide to join someone on your team based only on their looks. However, remember not to have too many team members.
