You choose your first agent after completing the tutorial. Know that the first character you choose will have mainly one perk. This is not much, because later some characters can have up to 4 perks. You can choose 1 out of the 15 available starting agents. It is also worth mentioning that the appearance of the starting characters will be different for each player. As for the ability, players may initially have trouble with determining which one will be the most effective.

Characters who have a personal car as the main perk aren't that great. You can start encountering characters with this perk right from the very beginning of the game. The same goes for characters who have weapons. They can be obtained very quickly. Besides, the starting ones are not powerful. As for the characters who have a perk that reduces the time spent in prison or hospital, they are very important. However, they won't be useful at all at the initial stages of the game. Choose them only when you know you will be able to handle the starting missions. The best choice would be a character that receives reduced damage, or one that can call a ctOS drone. Reduced damage is always useful, while the drone will help you better infiltrate restricted areas and look for collectibles.
