The enemy is walking around on a rooftop, close to the generator

The enemy with the first weapon part is staying in the village with the bridge, in the central part of the map. Follow the Western path in the village and approach the last rooftop (the North-most building). Eliminate the enemy on the roof and examine the corpse.

Note - If you are not careful enough, the enemy may climb down from the roof and start patrolling the area (the Western path or the lower floors of the building).

The enemy with the second weapon part is patrolling the rooftop of one of the buildings in the North-Eastern part of the map - Weapon Parts - Collectibles - Mission 3 - Sniper Elite III: Afrika - Game Guide and Walkthrough

The enemy with the second weapon part is patrolling the rooftop of one of the buildings in the North-Eastern part of the map. It is the building shown in the above screenshot, with an antenna on it (the one, where you sabotage communications in the cellar).

Note - If you are not careful enough, this enemy may climb down from the roof and start patrolling the area.
