Way to unlock: You need to complete Master of Horses, Farmland Security and Trouble with Wolves quests.
Quest giver: Master Dennett (M3,1a)
After you complete the quests for Elaina and Born, you can return to Master Dennett (M3,1a) and ask him for the horses for the Inquisition. Therefore, this quest boils down to a simple conversation.
Rewards for completing the quest:

- 80 Influence points
- 2 Power point
- A new agent
