After you kill the two apostates next to the cottage on the hill (M3,30), you will notice a third corpse that has already been here. There is a letter on the corpse, which tells about a network of smugglers.

Go to one of the members - Sister Tanner in Redcliffe (M3,30a) and enter a trading agreement.
