You will find the Concept Art at the end of the eastern street - you will see a building there with no doors. In order to get inside, you will have to jump in through a window. The art which you are looking for is located in the corner of the room, on a bookshelf.

The simplest way to reach Max's Toy is from the building which contained the two previous collectibles. Jump through one of the windows on the neighbouring wall (not through the window which you use to get inside in the first place), and then locate the blue garbage container which is standing in the corner of the street - you will find the toy rocket by this container.
