When you reach the fort you will witness a certain scene. Legate Precilius Varo has a problem - one of the captured prisoners refuses to tell anything. This is a problem because Varo really wants information. You receive a quest in which you must go to the dungeon and speak with the prisoner.
Go to the tower and speak with the soldier guarding the gate. Tell him that Legate sends you and you will be able to pass. In addition to that the guard informs you that the gates behind you are closed and the fort is now on alert. Enter inside, go down the stairs and head to the cell. Speak with the prisoner - Bjarni Shatter Stone. You must make an important choice. You can try to interrogate him (by using threats, persuasion or illusion) or you can try to free him.
In the first variant you must get information on how he got so close to Imperials' base. Then, you must wait for a prison guard and go with him. You learn that you should now convince the prisoner to give you a list of his associates. Go back to the prisoner and start interrogating him. You learn that he belongs to a certain Stormcloack faction and he came with six companions.
Go to the guard and tell him everything you have learned. You hear a noise - it turns out that Stormcloacks are back for his ally. Defeat the enemy, go to the guards captain and tell him about the threat. Head outside and you will see a fight between two sides of the conflict. Speak with the captain and tell him that the prisoner is still in the dungeon.
Then, you must wait a moment and after that the Imperial agents will arrive. They ask you about information connected with the prisoner. You can tell them everything you know and after that they demand the prisoner to be given to them. This is the last chance for you to save the prisoner - you can attack the agents and try to save Bjarni. Otherwise, after the agents are teleported, you can speak with the captain and finish this quest (600 gold).
The second variant is to help the Stormcloack agent. During the conversation you can tell him that you want to save him. The man will be very happy - first, he asks you to free him from the cell.
Jailor has the key. You can also simply open the gate by using a lockpick. When the doors are open Bjarni will propose to free other prisoners. Now, you must make a choice - you can free and equip the prisoners (force variant) or try to sneak without releasing any of the prisoners.
Regardless of your choice you must exit through the gates where you must make another decision. You can head to captain's quarters (to get a horn that summons allies) or run to the outside terrains. You have to fight a lot but you should do fine. Finally, you reach the outside terrains. After a fight you split up with Bjarni and the mission ends with success.
