Apart from the keys, what Hamza is also going to need is information about the garrison itself. You need to go to Blackfang's HQ and convince them to cooperate with you. He does not know what they will want in exchange so, you need to haggle here.
Leave the Harbor District and go to the Slums. You will find there an entrance to the Blackfang HQ (1). It turns out that, in exchange for information, they want the cargo of the ship that carried their belongings, but it sank. If you have followed this guide, while playing the game, you should have collected the chest while completing the "Sword of the Bounty Hunter" quest. It is a good idea to see that chapter beforehand.
In spite of that, you need to go for the chest again because, this is what the game requires.
Take a ship to the Crag (from the Harbor District) and go South. Go past the Skull Rock(2) and continue ahead. Finally, you will encounter the shipwreck (3). Enter and defeat the Nags, who are staying there. The sailor who is there, will tell you that monsters looted the ship and they are hiding now in the Skull Rock.
You now need to return to the Rock (2) and find passage to the second level (4) (the password: Swordfish). If you have not been here before, the chest is in the Northern Chamber (5). Take it back to the owner.
