Acquiring new faction soldiers | Resistance factions XCOM 2: War of the Chosen Game Guide

You will gain access to two (a Reaper and a Skirmisher) of the characters introduced with the War of the Chosen add-on at the start of the campaign. After few in-game weeks an opportunity to unlock the third one, the Templar, will arise. However, if you want to have more soldiers representing the new classes, you must first acquire them, as they cannot be recruited like "normal" units.
Instead, you must complete one of the Covert Action missions. The missions you are looking for are "Recruit Reaper" (allowing you to acquire another Reaper soldier), "Recruit Skirmisher" (Skirmisher soldier) and "Recruit Templar" (soldier of the Templar class). You just need to select the soldiers who will complete the mission and any additional required resources. After several days the mission will be completed and you will be rewarded with a new soldier. However, you won't be able to access those missions from the beginning - you must first increase the influence of each faction. In order to do so, you need to complete "Hunt the Chosen X" mission where X is either an Assassin (Chosen Assassin), Hunter (Chosen Hunter), or Warlock (Chosen Warlock). Once you've increased the influence with the faction you're interested in, mission to recruit additional faction soldiers should start appearing.
For those who don't want to waste time on completing various missions there is a "workaround" - you must use cheat codes. To be able to do so you must find the game in your Steam Library, click on the game with the right mouse button, click on the "Launch options" and add "-allowconsole". Afterwards, load a saved game, press the tilde ("~") button and use the GiveFactionSoldiers command. Thanks to that you will acquire 1 Reaper, 1 Skirmisher and 1 Templar soldier, all developed to the Colonel level.
