Bloaters make up for a large group of infected and you've dealt with them previously, as they appeared in The Last of Us 1. In TLoU2, confrontations with them occur more often, with most encounters with these monsters can be compared to clashes with mini-bosses. The first duel with a Bloater takes place during Finding Strings, which is one of the flashbacks for Ellie's character.
The most important thing is to keep a safe distance and avoid letting Bloater catch the hero. Run a lot and keep an eye out especially when the Bloater is preparing to make a charge. Also, avoid the poisonous projectiles thrown by Bloater, as they take a lot of health points.
Regular infected may appear during combat with Bloaters. Prioritizing the regular infected is not exactly a good idea, as they may be more appearing in their stead. It is best to eliminate these infected only if they clearly interfere with your attempts to defeat the Bloater.
When attacking a Bloater, you don't have to aim at any particular part of his body. You can use any firearm, while shotguns, rifles and flamethrowers are perfect for the job. Using Molotov cocktails, trap mines and pipe bombs is also recommended.
