Safe location - the cave next to Croup's Fishery
The fishing village, Croup's Fishery, is the first area of the game. That's also where the safe in question is.
First you must leave the village's main building. This will take you to wooden bridges surrounding the building.
Examine the bridges to the right of the building's main door. You must find the cave entrance pictured above. Jump into the water and swim there.
Inside the small cave is a boat and the safe you're looking for, as pictured above.
Finding the combination and opening the safe
The combination is nowhere near the cave. You'll learn it later on, during the Coast Cliffside stage, as described in our walkthrough.
You can get it after reaching the lighthouse. Examine the small building next to it and enter the basement.
Examine the plans on the table - they'll tell you the combination, 415.
You don't need to wait with opening the safe until learning the combination. It doesn't change between playthroughs, so you can input it right away if you know it.
Input the correct code by interacting with the rotating mechanism and pull the handle.
Unique loot in the safe
The safe holds the Undertaker Pistol with a Silencer
And ammo. The Undertaker Pistol can use more than a single ammo type. Slug Bolt rounds function like regular bullets, while Incendiary Bolt rounds ignite whoever they hit. You can switch between ammo types with the C key.
The Undertaker Pistol makes silently eliminating foes much easier. You no longer need to rely on melee Backstabs.
