The easiest way is to eliminate the enemies using a sniper rifle. Use the advantage of height that the rocks around the fortress will give you. From up there, you can quickly disable the alarms and kill all the soldiers. There are quite a lot of them, but focus especially on the heavy gunner and the sniper.

When near the fortress, go left and climb the rocks using your grappling hook. From here, mark as many soldiers as you can (especially the sniper), who will notice you first if you make too much noise. Then, start killing the enemies (before that, you can destroy two alarm boxes). Try to stay unnoticed. If the soldiers start to suspect something, hide for a while and change your position. At the end, eliminate the heavy gunner and the dog.

Even if you don't plan to use a sniper rifle, use the advantage that the rocks and the roofs can give you. It will be a bit harder to complete the task using a bow or a crossbow, because the soldiers are far away from one another. However, such strategy can also be effective.
