In the corner of a house on a small hill.

You will find the wheel in a small bay, near the mountains.

After climbing a few dozens of stairs, you will reach a vantage point. The wheel is located near the house.

Near the road leading through the tunnel, locate a grappling point. Swing on the rope and jump onto a platform - you will find the wheel there.
